A secret document records that Bashar al-Assad left Damascus, with a Russian-Turkish agreement and the knowledge of Arab countries.

In light of the recent communications, Bashar al-Assad and his government have concluded, with the involvement of the current U.S. administrations [the "Joe and May" administration] and the upcoming [the "Work" administration], as well as the United Arab Emirates, Saudi Arabia, Qatar, and Israeli interests, the following:

Considering that:

1. Bashar al-Assad is issued as the Commander-in-Chief of the Syrian Armed Forces, and it is already known by all ground, naval, and air resistance formations, as well as the other military formations of the Syrian presidency, that no weapons or military actions are to be directed against the armed forces ("Hayat Tahrir al-Sham" and "The National Army") starting from 00:01 on (....) December 2024.

2. Bashar al-Assad issues, in his name, directives to all military forces, instructing them to surrender weapons and withdraw from all their positions.

3. The abduction of Bashar al-Assad at midnight on (....) December 2024, and the transfer of all his constitutional powers at least one hour prior to his apprehension, to his Prime Minister, Mr. Muhammad Gazi al-Jalali, and not to his Deputy, Mr. Faisal al-Miqdad, or his military deputy, Minister of Defense, Ali Mahmoud Abbas.

4. Bashar al-Assad and his family, along with whoever he wishes, shall leave the territories of the Syrian Arab Republic no later than 24:00 on (....) December 2024.

5. The Syrian leadership is to be exploited according to the timeline and the available route for the convoy of Bashar al-Assad and his entourage.

6. Many armed forces are to be stationed on the territory of the Syrian Arab Republic, particularly at the Tartous Naval Base, as soon as possible, but before the end of December (...) 2024.

7. From 00:01 on (....) 2024, no military activity—either on land or sea—will be conducted against the Syrian opposition forces or their positions.

8. After the complete exit of Bashar al-Assad, neither him nor any member of his entourage shall engage in any political or media activity, especially against the new authorities in Damascus, for at least one year.

The Turkish side shall include:

1. A strong assessment of all Russian military, diplomatic, and consular sites in Syria, along with any military or civilian equipment, or movements controlled by the coalition forces, flying the Russian Federation's flag.

2. An enhanced guarantee from all branches of the Russian establishment—diplomatic, military, and civilian—as represented within the territories controlled by these organizations.

3. A significant and well-orchestrated convoy of Bashar al-Assad, managed by the Russian side according to protocols, including certain Syrian or Turkish sovereignty flags, involving their airspace and maritime areas.

Annexes:

A. It is understood that the "Operations of Fateh al-Sham" group affiliated with the Fifth Corps/Reconciliations, led by Anas al-Salakhdi ("Anas al-Za'eem"), will be the first armed group to operate, with control over southern and southeastern Damascus, including official Sadiya headquarters, Damascus International Airport, general broadcasting authority, radio and TV headquarters, Syrian presidential palaces, and the Parliament building, etc. This operation will occur only after Bashar al-Assad's departure and upon notification from the Russian force commander in Syria via agreed channels. This will also influence the other Syrian opposition forces in Damascus, only after securing the necessary conditions and de-escalation.

Are there any widely known military or sports figures after December (...) to facilitate understanding between the Russian government and the new Syrian authorities? The Turkish government will endeavor to persuade these authorities to renew contracts and lease agreements for the base and naval facilities in Tartous to facilitate counter-terrorism operations, especially against ISIS. In return, the Russian Federation will assume full responsibility for establishing Syrian organizers—if any—such as those listed under the designated terrorist list approved by the judiciary.

Any military activity or other operations carried out by any other country, including Israel and its key international elements, to defeat ISIS, in areas recognized as Syrian sovereignty, will not impose any responsibility on Turkey.

Fourth:

In case of leadership failure, or any communication gap between Bashar al-Assad and his forces before his departure, the commander of the Russian forces in Syria shall direct the Syrian Arab Army, especially "Fifth Corps - Forces," to lay down weapons and avoid confrontation with the mentioned armed forces ("Hayat Tahrir al-Sham" and "The National Army").

Unless unforeseen developments prompt renewal or modification of this agreement, which is valid until the end of December (...) 2024, it shall be considered as signed bilaterally
