Between symbolic inclusion and institutional exclusion: Contradictions in Syria’s policies toward women
الشرطة النسائية

A recent report by *Al-Monitor* said Syrian women are increasingly becoming an “easy target” as the authorities in Damascus seek to consolidate their power.

The report points to measures restricting women’s access to key state institutions. Women have reportedly been barred from enrolling in most programs at two newly established public universities specializing in defense and security. The restrictions could further limit women’s access to the security and military sectors.

Meanwhile, the graduation of a group of female police officers has drawn attention to what the report describes as a contradiction in the government’s approach: the ceremony took place as women’s access to military institutions was being restricted.

The contrast between the public presentation of women serving in the police and the reported limits on their access to security and military education raises questions about the role the authorities envision for women—and whether they will be excluded from strategic fields and decision-making positions.
