Activists on social media circulated a leaked document detailing Russia's comprehensive plan for Turkish forces' withdrawal from Syrian territory, discussed during a security experts meeting in strategic Kasab town on 8/10/2024. This reveals what Syria's situation would have been had Assad's regime remained in power.
The Russian initiative centered on calculated gradual withdrawal, region by region, setting 3/1/2025 as the final deadline for complete Turkish military exit from Syria, indicating Moscow's determination to end Turkey's unauthorized military presence.
The official document explicitly stated that Syrian-Turkish normalization talks would be conditional on implementing the withdrawal plan, reflecting Moscow's commitment to providing genuine guarantees for the initiative's success.
The document specified a strict 10-day deadline for participating security experts to submit observations and additions to the road map draft, demonstrating Moscow's urgency to expedite implementation.
Military analysts view this Russian initiative within regional and international shifts pushing for Syrian file reorganization, especially amid increasing international pressure on Turkey to withdraw forces from Syria.
Diplomatic sources indicate that, had Assad not fallen on December 8, this initiative's success would have marked a pivotal turning point in the Syrian crisis, enabling regime control and ending long-standing Syrian-Turkish border tensions.
