Paris is hosting an important European summit today, Thursday, with the participation of about 20 countries. The summit aims to discuss a French proposal to establish a European armed force that could be deployed in Ukraine to respond to any new Russian attack.

Summit Objectives

In this context, French President Emmanuel Macron, who has started welcoming summit participants, indicated that the proposed force could be deployed in key Ukrainian cities if a peace agreement with Russia is reached. Macron clarified that the European force would be able to respond if Russia launches a new attack, stating, "If there is a new general aggression on Ukrainian territory, these forces will, in fact, be under attack, and therefore will be subject to the usual frameworks of engagement."

EU's Contribution to Ukraine’s Security

A senior advisor to Ukrainian President Volodymyr Zelensky emphasized the need for the European Union to make a serious contribution by securing ready-to-fight troops, rather than just peacekeeping forces, after the war with Russia concludes.

At the same time, the UN official responsible for peacekeeping operations recently ruled out the possibility of deploying peacekeeping forces in Ukraine under a UN mandate, describing the idea as "highly theoretical" at this stage.

Joint European Efforts

Today’s summit is part of ongoing efforts led by Macron, alongside British Prime Minister Keir Starmer, to form a coalition of countries willing to support the deployment of a European military force in Ukraine to secure lasting peace and prevent Russia from launching a new attack on the country.
