A major diplomatic breakthrough in the Syrian crisis took place in the Syrian capital today, as a high-level meeting between Ahmad Al-Sharaa and Mazloum Abdi resulted in the signing of a comprehensive agreement outlining a roadmap to end division and unify Syria’s state institutions.

This agreement comes after weeks of intensive negotiations, paving the way for a new phase in Syria’s long-standing crisis.

Following a meeting between Transitional Phase President Ahmad Al-Sharaa and General Commander of the Syrian Democratic Forces (SDF) Mazloum Abdi on Monday, March 10, 2025, the following terms were agreed upon:

Article 1: Ensures the right of all Syrians to political representation and participation in state institutions based on competence, regardless of religious or ethnic background.

Article 2: Recognizes the Kurdish community as an integral part of Syria, guaranteeing their full citizenship rights and constitutional protections.

Article 3: Implements a nationwide ceasefire across Syrian territories.

Article 4: Integrates all civil and military institutions in northeastern Syria into the Syrian state, including border crossings, airports, and oil and gas fields.

Article 5: Guarantees the return of all displaced Syrians to their hometowns and villages, ensuring their protection by the Syrian state.

Article 6: Commits the Syrian state to combating Assad’s remnants and all threats to Syria’s security and unity.

Article 7: Rejects calls for division, hate speech, and attempts to sow discord among Syria’s diverse communities.

Article 8: Mandates that executive committees work towards implementing the agreement before the end of the current year.
