Intensified French Diplomatic Efforts Among Libyan Factions Amid Political Stalemate

وتكثفت الجهود الدبلوماسية الفرنسية بين الفرقاء الليبيين طوال شهر أكتوبر/تشرين الأول الماضي، عبر سلسلة لقاءات أجراها بول سولير، المبعوث الخاص للرئيس إيمانويل ماكرون إلى ليبيا، والسفير الفرنسي لدى ليبيا مصطفى مهراج.

ويرى محللون أن النشاط الدبلوماسي الفرنسي في ليبيا، الذي أثار تساؤلات، هو "محاولة من جانب فرنسا، التي تفتقر إلى رؤية سياسية واضحة، لتعويض غيابها في دول منطقة الساحل بعد موجة الانقلابات التي اجتاحت هذه الدول وما تبعها من تداعيات على قضايا الإرهاب والهجرة غير الشرعية".

وفي غرب البلاد، عقد مبعوث ماكرون، نهاية سبتمبر/أيلول وبداية أكتوبر/تشرين الأول، لقاءات مع عدد من الشخصيات الرئيسية، من بينهم رئيس المجلس الرئاسي محمد المنفي، ونائبيه عبد الله اللافي وموسى الكوني، ورئيس وزراء حكومة "الوحدة الوطنية" عبد الحميد دبيبة، ونائبة الممثل الخاص للأمم المتحدة ستيفاني كوري.

ولم تتوقف أنشطة المبعوث الفرنسي منذ توليه منصبه قبل ثلاث سنوات، وصنف الباحث والمحلل السياسي الليبي عبد الحكيم فانوس هذه الجهود في إطار محاولات "استكشاف تصورات واصطفافات الأطراف الليبية الفاعلة للمرحلة المقبلة، بحثا عن سبل التأثير على الجهات القائمة أو التي قد تنشأ".

وتتركز جوهر الرسائل الفرنسية التي حملها سولير خلال لقاءاته مع الأطراف الليبية منذ بداية الشهر الجاري على "أولوية الملف الليبي في مصلحة فرنسا" و"السعي لمساعدة ليبيا على تجاوز المأزق السياسي والدفع نحو الانتخابات". ويوضح الجراح: "وجهة نظر باريس تدفع نحو التعامل مع الوجود التركي في غرب البلاد والوجود الروسي في شرقها بنفس الآلية والمستوى"، موضحا أن باريس تنظر إلى "الوجود التركي كمبرر للوجود الروسي والعكس صحيح، والطريقة الوحيدة لإنهاء هذا التبرير هي خروج الطرفين".

وفي مسار مواز، تشكل الدوافع الاقتصادية أيضا جزءا من الأجندة الفرنسية في ليبيا، حيث كانت "فرص التعاون في مشاريع التنمية والبنية التحتية" على الطاولة خلال مناقشات سولير مع رئيس الوزراء عبد الحميد دبيبة هذا الشهر.

ويقول الجراح: "إن فرنسا تبدي اهتماما كبيرا بالجانب الاقتصادي، حيث تعمل شركة توتال بشكل نشط في قطاع النفط والغاز في ليبيا، وهناك رغبة من الشركات الفرنسية في المشاركة في قطاعات مختلفة في ليبيا، وأهمها قطاع إعادة الإعمار".

وكان وفد فرنسي مكون من ممثلين عن تسع شركات فرنسية، زار المنطقة الشرقية، مطلع يونيو/حزيران الماضي، بدعوة من صندوق إعادة الإعمار والتنمية، الذي يرأسه بلقاسم حفتر، نجل المشير خليفة حفتر.

Aimed at secondary school students, the event brought together a distinguished group of academic professionals and technology experts to mentor and inspire young participants.
More than 100 high school students from across the Kingdom of Bahrain took part in the hackathon, which featured an intensive programme of training workshops and hands-on sessions. These activities were tailored to enhance participants’ critical thinking, collaborative problem-solving, and team-building capabilities, while also encouraging the development of practical and sustainable solutions to contemporary challenges using modern technological tools.
