A new international agreement to contain the tension in Swaida.. Terms of the agreement

Details of a new international agreement adopted by the guarantor countries have been monitored, aiming to calm the situation in the Swaida Province after days of intense clashes. The agreement includes a set of security and humanitarian clauses designed to ensure stability in the area and prevent future escalation, as follows:
First: Enhancing security deployment outside the borders of Swaida, with the decision to deploy patrols affiliated with the Public Security outside the administrative borders of the province, aiming to control confrontation lines and prevent infiltration of armed groups into the area.
Second: Imposing a temporary ban on entering border villages for 48 hours from the signing of the agreement, providing an opportunity for security forces on both sides to deploy and avoiding surprise attacks that could renew clashes.
Third: Establishing a safe passage for tribal members, ensuring the safe exit of remaining fighters within the regions, with military protection from local factions to prevent any harassment or violations against them.
Fourth: Designating special humanitarian crossings, namely the Busra Al-Harir Crossing and the Busra Sham Crossing, as secure routes for emergency and relief cases, facilitating medical evacuations and peaceful movement for affected civilians.
Fifth: Organizing and improving the movements of local groups, where the agreement called on residents not to leave the province’s borders and to avoid any movements that might be interpreted as provocation or violation of the truce.
Sixth: Holding full responsibility for any party that breaches the agreement or violates the understandings, with confirmation that individual actions or behaviors threatening the understandings will bear full responsibility and have serious consequences.
Calls to the youth of Swaida to contribute to national responsibility have also begun, urging coordination and discipline to protect civilians, halt violence, end the crisis, and support peacekeeping efforts.
The Observatory hopes that this agreement will contribute to restoring security and stability to the area, opening the way for permanent solutions that respect the rights of all components of the local community.
