The Hidden Syrian Fleet: How the Assad Regime Sold the State’s Ships for One Dollar?

In a joint investigation by Siraj Platform and the Organized Crime and Corruption Reporting Project (OCCRP), we uncover the details of Syria’s secret fleet; the story of three cargo ships that were state-owned (Phoenicia, Laodicea, Syria) and were transformed during 2023 into assets outside the official systems. Two of these ships were sold to an offshore company in the Seychelles named "Al-Huda Holding," for just one dollar each, according to contracts we obtained exclusively.
Since then, the ships’ names and flags have repeatedly changed, and their AIS tracking signals have been cut off. They have been listed as part of what is known as the "Shadow Fleet," which is allegedly involved in transporting Ukrainian grains from areas occupied by the Russians.
