Syrian activists have circulated a document they claim is a bulletin issued by Russian forces stationed at Hmeimim base, containing questionable allegations about improving conditions in the country, with undocumented references to alleged international recognition of the Syrian interim caretaker government.
The document, which "Levant Newspaper" obtained a copy of without being able to verify its authenticity, claimed efforts to resolve the situation in the coastal governorate during the past ten days, with unconfirmed allegations about the role of international humanitarian organizations in the region.
The parties that published it claimed efforts to save the lives and health of civilians, in stark contrast to documented reports from independent human rights organizations about ongoing violations in Syrian coastal areas against Alawites under the pretext that they are remnants of the former regime.
The suspicious document included a call for citizens to reconcile with the new authorities, without clarifying mechanisms to ensure their safety or providing any binding commitments to protect them from revenge or prosecution.
The document urged displaced persons to return to their permanent residences, with vague promises to shelter them again "in case of a repeat of early March events."
The document concluded with an unconfirmed announcement about providing limited food packages for those departing on March 16, 2025, in an indication reflecting the difficult conditions experienced by the displaced and the lack of adequate assistance.
Political analysts view this document with skepticism, pointing out that it may be part of a propaganda campaign by supporters of the interim government headed by Ahmed Al-Shara, to empty the Hmeimim base of Alawite displaced persons, thus ending international pressure on them.
